my computer will not turn off by itself.

Specs: Windows XP, intel/3.2
computer will not shut down. i get a message that says windows is shutting down but it doesn't . and after that the only way to turn it on again is to disconnect the power cable for a few seconds and then it will power on.

Either a program is refusing to close or you have a bad driver installed. If this has just started, might try using the restore feature in WIndows going back before the problem existed.

If that doesn't fix it, what have you recently installed? What error messages are you getting when Windows starts or shuts down?

i don't get any error messages. it just won't turn off unless i do it with the button. and then disconnecting the power cord for 10 seconds and then reconnecting it before i can turn it on again. i tried to get into system restore and it wouldn't take . probably because the system can't restart itself due to this problem with the power. i just reset cmos earlier by the battery , other than that nothing has been installed.

You can either start updating drivers, start looking for a virus or trojan, or try stopping services one at a time to find the problem.
I'd start in safe mode to see if the problem is there, too. That eliminates quite a few features at one time.
