Solved Microsoft Security Essentials Update Error

Specs: Windows 7 Professional, Intel Core i3 @ 2.1 GHz / 4 GB RAM
I have an old Dell Dimension 8300 Desktop. Here are the specs:

Pentium 4 @ 3.20 GHz w/ Hyperthreading
Nvidia Geforce FX5200 Video Card
Windows XP Professional SP3

The problem is with Microsoft Security Essentials. When I try to update definitions, I get the update error 0x8024400a. The error says it is an Internet Connectivity issue, but I can access all websites on the computer. I have tried all of the methods listed here:

The issue still isn't fixed. I can install the definitions updates if I download the full offline definitions, but the program can't update on its own, it has the error listed above. I have tried reinstalling the program, but when I tried to uninstall it, the uninstaller hanged up and I just had to kill the process. The program seemed to be uninstalled (didn't show up in Add or Remove Programs, no notification icon, shortcuts, Program Files folder), so I just installed it again.

I recently upgraded this computer from XP Home to XP Pro. But I only installed MSE after the upgrade. The antivirus I had before MSE was McAfee Total Protection, and I uninstalled that before the upgrade.

Has anyone encountered this issue? Any help is appreciated,

Uninstall, reboot, run CCleaner, reinstall, update.
