Microsoft Excel 2003 Headers Moved to Data

I have a file that is NOT a user friendly file. This file is formatted to look like like an adobe file put dumped into an excel. So, it's not formatted well to manipulate the data. So, here's my problem.

I have a 'header' or in this person the employees name at the top of the data rather than on each line item of the data ran.

Example: Name in Column A, Data is in Column B - etc...
Joe Smith
A
B
C
D

Ann Smith
A
B
C
D

Tom Smith
A
B
C
D

How do I get Joe Smith's name on each row with manually copying and pasting? As I have over 1,500 names within the report.

Looking over my s/s some more it looks more like the following:

Column A B
Name

So the name is a column by itself.
