login error for windows

Specs: Windows 98, pentium
I try to log into windows xp and when the login page comes up I get an error message. It says "APC-Host:ERROR" at the top of the box then under says "Sorry, but this program (Host Module)is unable to execute at the moment.
Reason: Permission denied (Listen server socket error:10013)
Contact manufacturer of the software to get more information."

I called Microsoft but they refused to help because this is a custom made PC. I am writing to you on me old laptop now but it sucks so if you can help in ANY way I would be forever greatful.

If not, then do this ---

it won't let me in so I couldn't, but now it has completely shut down me harddrive so I think it is bust. I am going to go buy a new one and start over with a clean slate!
