LOADER ERROR: entry point not located?

Specs: Windows XP
I am having a loader error pop up on my screen every time I try to open a document. The message is: Loader Error - The procedure entry point HttpQueryInfoA could not be located in the dynamic link library Wininet.dll
I am also having trouble opening my Internet Explorer 8 and sometimes when I start my computer up the color on my screen is mostly black, white, and gray with a little color and is enlarged.
Can anyone help me with this problem?
I have already done these things to trouble shoot and they came up clean with no infected files:
Malwarebytes' Anti-Malware
Wise Registry Cleaner
Super Anti-Spyware Free Edition

I have also ran Hijack This, but I have no idea what items to delete when the scan is complete.
Please Help!

In addition to my problem above I also have 2 loud short beeps coming from my computer when I start up my computer.
Thanks for anyone that can help.

Sorry again for the all caps, didn't know that was shouting. thanks for the site. The beeping has stopped but I still am having the other problems from my first post. Thanks for any help I can get.
