Well. You agreed to wipe the drive as part of the restoration process. the question we would ask is what prompted you to use the restore disks in the first place?

The fact the format process failed at 18% may be an indicator of a faulty hard drive.
You should download a hard drive diagnostic tool from the company that built the drive and run it from a bootable CD or floppy. If you do not know the make of drive in your system open up the case and look at the label on the drive.

If the drive turns out OK then something else such as overheating or a motherboard fault may be contributing to your problem.

"When I turn off and on the computer 15 second later it says, "Missing operating system"."

The bios will not find any bootable partition on the hard drive unless there has been an operating system installed successfully on the hard drive.

Check your hard drive with the manufacturer's diagnostics.
See the latter part of response 1 in this:

If you don't have a floppy drive, you can get a CD image diagnostic utility from most hard drive manufacturer's web sites, but obviously you would need to make a burned CD, preferably a CD-R for best compatibility, on another computer if you need to.

Seagate's Seatools will test (almost) any brand of hard drive.
Do the long test.

The bootable Dos versions of SeaTools can be used even if Windows is not working properly.

If the hard drive itself tests okay, any data problems found can be fixed, one way or another.
