IP Address Conflict

Specs: Windows XP Home, 2.793 GHz / 2 GB
I'm getting an IP Address conflict on my friends laptop. I dunno why thou, He is only computer that connects to his modem. He connects to his modem thru a ethernet cable. Modem is not wireless, so not other computers are connected to it. Restarted the PC Internet works fine for few minutes, sometimes longer. then the error msg appears IP Address Conflict. Then no Internet access. Cannot ping the modem or websites in command prompt. I set the modem to a manual ip address, works fine after a restart. Then no internet access again abit later, no error msg this time. Tried disabling Antivirus and Firewall, still no luck. Now im doing virus and malware scans, don't know what else to do.

You should not set the modem to a manual IP address. (How do you know what address to use?) Your ISP should assign you a dynamic address when you connect. (In some cases your ISP assigns static addresses, but this is a once and for ever change - you should not mess with your modem's IP address.)

It sounds as if you are randomly picking an address which gets kicked off when the ISP assigns that to another customer. Set the modedm to use dynamic addressing.

the maunal ip address im setting is on the pc, not the modem

That makes more sense. Sorry, your initial post was confusing in that respect. If you are able to use a private network address for your computer then I think that you must be connecting to a router (or router/modem) rather than directly to a modem.

Do the logs on the router show anything? It's difficult to see how you can get an IP conflict on a private network if it only consists of the router and one computer.

im not a my friends place, i have bought his pc here to my place to test on my network. Found this thou in event viewer logs.

This log when connected to my network:
Event ID: 1002
"The IP address lease for the network address 001641563F9F has been denied by the DHCP server"
Event ID: 7006
"The ScRegSetValueExW call failed for Type with the following error: Access is denied."

This log when connected to his modem/router:
Event ID: 4199
"The system detected an address conflict for the IP Address with the system having network hardware address ########. Network operations on the system may be disrupted as result."

Looks like it was a malware issue, found couple infections with malwarebytes, and so far is running ok after removed them.
