Internet stops loading sites, then browsers!

Specs: Windows XP, 4GB Ram
When I use my internet, it randomly stops loading pages so I need to close the browser, and when I try re-opening it says 'Firefox is already running but is not responding'.

I see it running in the processes but trying to 'End Task' does nothing, and I have deleted the parent.lock after restarting computer but it didn't help, and I can't delete it after the issue arises because it says the program is running and cannot be deleted.

If it means anything, the computer also can't restart when this happens, I have to force reboot via button pushing.

With Firefox closed, uninstall it.
now use Internet Explorer to download the latest version from here:

Install it when it's finished downloading.

Same thing happens when Google Chrome is used, but for some reason not IE yet. Uninstalling and reinstalling doesn't help, creating new profiles doesn't help, and we have discovered that System Restore no longer works for some reason.

Don't know what to try anymore, boo-urns!
