inspiron 1525 DVDRW wont read system discs

Specs: Windows Vista
I have vista 32 home addition... this drive has always acted weird... it will burn CD's and play CD's but it will not read any type of system disc..occasionally i can get it to read a driver disc but never the windows system disc... the discs are fine and play fine in other machines.. i need to format this laptop since all 4 usb ports stopped reading, they have power but drivers say their installed but usb ports still wont work...any ideas?

Vista comes on DVD media. Are you sure your optical drive can even read DVDs? Combination optical drives (CD &DVD) have 2 lasers in them. One for each type of media. It is common for one or the other to fail while the remaining one still works.

Why do you need USB ports in order to re-install Windows? Are you using an external optical drive?

Try removing all the USB ports from within Device Manager and then reboot. The ports should be re-installed automatically.

as i said above it will only read CD's .. and occasionally a DVD media disc... it trys to spin but hesitates during the whole process. but when i put a CD or CD-R in there it reads and burns fine.

This is a Internal optical drive not eternal..and i dont need the USB ports in order to reinstall, i need to reinstall because the ports no longer work, have removed all USB drivers/hubs and anything that has to do with them and restarted and reinstalled drivers and i still get " device not recognized" .
