Disable & "completely remove" are totally different things.

@ Wanderer, that only removes the shortcut Windows created in the Start Menu.

If you really don't have a need for Outlook Express, I'd just delete the shortcut and move on.

Google for more suggestions. As said above, there's a difference between removing and disabling.
