There's no link in Ewen's post, but I'm guessing the important part referred to is the fact that you cannot do a straight 'in-place' upgrade from XP to Win7, you need to choose the 'custom' option, having backed up all of your data beforehand. Microsoft's own description of how to do it is HERE

I doubt you'd be getting your monies worth. Just by a new system.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

I disagree - with the spec that the OP has (dual core, DDR3 RAM) then upgrading the OS seems sensible rather than having to by (buy?) a new system. Not too sure why the OP stipulates Win7 basic as the Home Premium version is a better option but whichever they choose just follow Microsoft's recommendations & you will be ok. Final point, make sure you run the UPGRADE ADVISOR beforehand to see what hardware & software you may have problems with.
