The top bar in that System Restore window is called the Title Bar.
Place your mouse pointer on that Title Bar, then hold down the left mouse button,
then move the mouse to place the window where ever you want it.

Is your mouse a USB, wireless, or a PS2?

In SR, hit ALT + SPACEBAR, then select the word "Move",,

You didn't answer the "WHY"? Why dod you need to use System Restore? What is it that you're trying to fix? Maybe a System Restore isn't what you need to be doing.
