Specs: Windows XP
I can be able to send out emails using outlook 2003 in my office and some other places. But in my apartment area, I cannot send email using my outlook, what should I do?

It's possible that the company which provides your email service limits the locations where you can connect to its outgoing mail servers. I suggest you go to the page listed below and see if that advice can get you sorted out.

After writing your email to be sent in Outlook Express ,have you tried the Send/Recieve all button located at the top of the menu toolbar in Outlook express ? Just a thought ,you may also want to check all of your settings/options also in you mailing app usally located at the top of application !
