I cannot get into my bank or email

Specs: Windows XP
I get a "security certificate error. I just happened and I know there is no error I have been going around it. But is it safe?

Also check you have the correct date and time.
*Click on the WindowsXP computer clock located in the notification area on the right of the desktop task bar. Click the “Change Date and Time Settings” item.

*Click the “Date and Time” tab. Click the “Change Date and Time” button.

*Click the correct date on the calendar that displays or use the left and right arrow keys to adjust the date. Click the time control underneath the clock display and click the hour and minute entries and type in the correct time. Click the “OK” button to save the settings.

I've had this happen to me plenty of times before. For the bank accounts and security things I would recommend to try a different browser. On the security certificate, if its a site you know and trust then go for it. Rule of thumb is that if you don't know what it is leave it alone/go back. I know this cause my kids school site for grades and attendance has certificate issues as well.
