HP netbook stopped recognizing Mayflash N64 to USB dongle

Specs: Windows XP SP3, 1.6 ghz, 1 gb
I have a HP Mini 311 netbook running Windows XP fully updated SP3 etc. I purchased a Mayflash N64 to USB dongle that works on my main computer, and has worked on my netbook before. But now I am consistently getting "USB device not recognized" in all USB ports on the netbook. Still works fine on my other computer. Also, the USB ports are working fine as when I plug in another device, such as a usb mouse, it works perfectly.
I have:
Uninstalled the usb drivers, restarted, let windows resinstall them, restart, tried again same result.
Updated the USB drivers manually, restarted, tried again same result.
Disabled any sort of windows power management for said ports
Updated the mainboard chipset manually, etc.
Unplugged netbook from outlet, removed battery, waited, turned back on, tried again, etc.
Flashed BIOS, etc.
Have powered down, powered on, only plugged in this device, same result.
Have powered down, powered on, plugged in working mouse, plugged in this device, same result.
Again, this device works perfectly on my other computer that is running windows 7, and I have gotten it to work on this netbook, one time, perfectly.
I am about to throw it off the balcony.

Sounds like it is exceeding the amperage of your USB ports. The only thin that you could do is to get a powered usb hub, or a USB cable with the USB pigtail to get more power from the other USB ports.
