Specs: Windows XP
Go to Start; Settings; Control Panel; Accessibility Options and click on the Display tab.

Check the "High Contrast" button.

If this size is not quite big enough, click on the Settings and choose "Windows Classic Extra Large"

Lots of alternatives too from normal Display Properties, such as changing the dpi (which changes everything on the screen) or changing specific individual items.
