Are you talking about real MS-/PC-DOS or are you talking about CMD in windows?

In MS-/PC-DOS, there is no shutdown.
You simply have to turn off the computer.
If you are logged in to any local server, it's always a good idea, to log out first, before turning the machine off.

This command will shut down XP if that's what you mean:

c:\windows\system32\shutdown.exe -s -t 0

%SystemRoot%\system32\wpeutil.exe shutdown
