How to set up external drive thru windows xp?

Specs: Windows XP
When I turn on the external drive through the usb I can only get it to come up through the device manager. A flash drive comes up as the f: drive but the external drive doesn't. When I go to the administrative, computer management, and right click the drive it doesn't give any option for assigning a letter. How do I get the thing to use it for my file storage, etc. When I use DOS through the command I only get the internal hard drive and DVD RAW to show up. The properties for the external drive show it as installed and working properly.

When I go into the computer management then disk management; when it lists the disks and I right click on the external drive the only options it gives are delete partitiion and help. I can't use windows help for anything because all it does is waste time because the only thing it does is give the simplest of all things which have been done at first. I can't assign a drive letter to it because it doesn't list it in command, I guess because it goes through the USB port. When I put a little 4 gig flash drive in a USB that thing comes up as drive F. I don't have any place where the external drive is being given any recognition. I can't format it because I don't know what to call it. Can the format be done under device manager. It shows up recognized in there.
