how to run IIS on FAT 32 window xp

Specs: Windows XP
Hi all, im trying to run IIS on my Windows XP sp3 FAT32 system, IIS installed easily but when i try to access http://localhost the system asks for username and password .i tried to fix this by Anonymous access method but it doesn't seems to work. I get following message

You are not authorized to view this page
You do not have permission to view this directory or page using the credentials you supplied.

Please try the following:

* Click the Refresh button to try again with different credentials.
* If you believe you should be able to view this directory or page, please contact the Web site administrator by using the e-mail address or phone number listed on the localhost home page.

HTTP 401.2 - Unauthorized: Logon failed due to server configuration

Is there a method to run IIS on FAT32 system or do i have to convert to NTFS ??

Enable integrated windows authentication in authentication method.
