How to reformat hard drive and windows

I was wondering if anyone could help me with this.
I have a toshiba laptop that doesn't have a CD-rom. How do i reformat the laptop and reinstall windows without a cd?

Because the windows version is in Chinese, and i would like to reinstall an english version on it.

You can install XP off a network share. Do you a floppy drive built into the laptop?

No, there are only slots for USB and sandisk/minisan and sony memeory chips.

You need to go into your BIOS set up and check the settings. (or contact mfg. support through their website site.) To enter your BIOS, you typically restart while repeatedly pressing a particular key (it usually flashes on the screen momentarily when starting), usually 'Delete' or one of the 'F' keys (F1, F2, etc.). Once in the bios set up screen, be very careful changing settings you do not understand (extreme settings can sometimes damage hardware or prevent booting). You may need to enable booting on USB settings, and you will definitely need the USB drive/device listed in boot order before your hard drive temporarily (change back after reloading).
