How to lock display settings

Specs: Windows XP
I AM UNABLE TO ACCESS THE DISABLE DISPPLAY SETTINGS IN GPEDIT.MSC. WE HAVE XP PRO AT WORK, AND WE USE THIS COMPUTER AS A TIME CLOCK AND PEOPLE KEEP CHANGING THE RESOLUTION SETTINGS.

Why are you shouting ! Iam really not bothered that much by it however many consider using all capital letters or caps lock to be shouting when using the keyboard in a forum ! If your keyboard wont allow you to unlock it from upper case letters then that would be another story and another problem to trouble shoot ? I do not know of anyway to lock your display ,if you are the adminstrator using a password so no one can access your account and change anything would work and also in dispaly properties you can save your theme on the themes tab ,so if someone was to change it you can simply change it back to that theme !

sorry about that our business system at work has to be in caps to work.
I tried using gpedit.msc but following the dirrections per mircrosoft tech net i dont have have contraol panel under the administrative templates. is there a way to get that?
