How to format dvd with Dell desktop?

Specs: Windows XP
How to format disks in cd rom and dvd drives? It is difficult getting assistance from Dell on a desktop. 'FILE' does not have the 'format' option any more. Is there a solution?

WinXP does not natively support burning of DVD media. You need a third party utility to do that.

As far as formatting optical media in general. The file formats used by optical media are not the same as what hard drives use.

Format cds and dvds on a computer prepares the media for packet writing. This makes the disks work like floppy's did by drag and drop or copy and paste files to a cd or dvd. Easy CD Creator burning software called it Direct Cd and in Nero it was known as InCd. Current version of both burning software packages discontinued packet writing. Nero still supported it in version 7. Don't know what version when they stopped having it. Most don't recommend packet writing to backup your valuable data.
