Specs: Windows XP
How do I format a blank CD using Windows XP ?.
I clicked on "My Computer". Right clicked on CD Drive but I don't see "Format" to select. How tdo I proceed formatting ?

If this is a CD-R (not a-RW - rewriteable) then you don't format it ahead of use.

If the it's -RW type then likewise it is usually formatted during the recording/writing process - by suitable software.

Rather than buying one of several recording/burner packages most here will use something like:

It's just one of many such packages - that are free.

There are others regularly recommended here - but can't for the life of remember which is the favourite; although I'm pretty sure Derek at least will drop in and advise accordingly.

If/when you install it - do NOT use the default/proffered automatic install/setup option. Use the manual/custom mode. Watch for - and uncheck all pre checked boxes (o helpfully pre checked "for your convenience"...). That way you ensure you only install the actual software you want, and avoid all manner of bundled "stuff" and changes which you neither need nor want; much of it a true PIA to eradicate.

This caveat/waring applies to "any" software downloaded from the web... Sadly just about all of it nowadays has bundled "stuff"... and sometimes some of it is malware too.

CDBurnerXP is indeed the one that most regulars suggest around these parts. It's small, easy to use and works. Don't be misled by its name. It can handle CDs and DVDs, also it can run fine on Windows 10.
