how to format a laptop when it fails to boot?

Specs: Windows XP, jmc25x gigabit ethernet controller/3gb
it is crashd as it fails to boot up.becoz the c drve is compress nd shows d message
PXE-E61:MEDIA TEST FAILURE, CHECK CABLE
PXE-M0F:exiting PXE ROM
IDSVU is compressed

PLZ HLP ME SOOON..

This simply means, that the hard drive is not bootable and therefore your laptop tries to boot from the network by using it's network card.

Laptops often do have a preinstalled operating system and therefore mostly a recovery partition.

This can be accessed by pressing ALT+F10 or whatever, depends on the make and model of your laptop.
Refer to the laptops manual for the correct key combination, to access the recovery program.

Be aware, that recovering the laptop this way, will cause lost of all data, stored on the hard drive and it is configure in the form, you bought it.

Ah forgot to mention, you might have to activate an option called D2D in you laptops system bios first, to get the recovery partition to work.
