Not all bios's work correctly, not all usb devices work correctly.

Usually newer hardware is more likely to work.

Get a newer system, look for an exact bios update that exactly describes that change (and no other), get a different usb.
Or get HP's usb tool to attempt to fix the usb.
Might look at the flipbit app.
Be sure to have usb plugged in at cold power off.
Might show up in usb area or in hard drive area also.
