You need an OCR programme and this link will help you with that. Be aware that there are also free programmes available. Google for "Free OCR Programmes"

Your scanner may already have an OCR program.

Other ways here.

What scanning program are you currently using to scan the forms?

When you scan a paper or photo a normal way the computer saves the data is in a image format.

It is not easy to convert a form to a editable form exactly but one may be able to just write in using a program like paint.

I know of no program that takes common forms and preserves the formatting and allows you to edit it. Adobe may have some of the best tools but even then you have to manually check each form. Not worth the effort for a single form.

Can you get an online copy of the form?

If you have the option to save as a pdf, or you can print it as a pdf then Foxit reader has a 'typewriter' facility that lets you add text.

I asked which program because Paperport may be able to do that, depending on the version.
