Don't know any registry hack, this program has the option during install to overwrite Windows notepad ( can be restored on removing AkelPad )

Jefro is right. The proper way to do this is to go to the notepad.exe -> right-click on it -> select security -> add administraor -> remove everyone. Now only the admin can use it. I do this when ever I need to setup a keyosc box and want to remove the ability to run CMD.exe and other programs.
