How to access Set your Default Programs in XP

Specs: Windows XP
I'm trying to solve a problem in which every shortcut on my PC always goes to Power Point. Even if I try to create a new shortcut - somehow it changes it to try to open the program with Power point. The directions I've found is to go to Control Panel and pick Set Your Default Programs, then go to Power Point. Select "choose defailts for the program" and scroll down to the .lnk extention - then untick that and press save. But I can get past going to Control Panel-once I'm in there I don't see "Set your Default Programs."
