Solved How does one disable character jump delay?

Specs: Windows 2000
I noticed when navigating characters using my arrow keys, there is a 1 second delay that occurs after the first character. Is there a way to disable this? I noticed this isn't affected by modifying Character Repeat Rate and Character Repeate Delay in Control Panel.

There is no adjustment for that in Windows.

It's probably caused by slow response of the arrow keys on your keyboard (try a new keyboard).
