What do you mean by "set the local admin"? What do you want to set it to?

Your best bet is to talk to your network administrator.

I guess you could push a user but kind of hard. Normally you log on as domain admin and create a local admin user.

The default Administrator account will be there without any action from you. All you need to do is go to Computer Management and set the password. (I also recommend changing the login name to something other than Administrator.)
