How do I get to System Restore on Windows XP?

Specs: Windows XP
At least I think I need System Restore. For whatever reason, starting this morning, my computer is not doing what it usually does. Like I went to my Maintenance folder for regular maintenance. When I click on my usual icons a new window opens saying "Open with...". It never does that so now I don't know what to do. I vaguely remember that System Restore can get my computer back to how it was yesterday, before it went haywire.

Start>Help and Support>System Restore. The SR window has two options. By default it will show "Restore my Computer to an earlier time". Click Next and select the restore point you wish to use. Click Next to start the Restore.

Thanks! But when I do that I get a little box saying "Application Not Found" with a little red X next to it. Also just tried to open Solitaire, which I've done hundreds of times, and it opens a new box that says "Open with..." So it seems that for almost everything I want to do that new "Open with..." box opens. I've never run into this before.
