How do I get my Acer Aspire to boot from CD?

Specs: Windows XP
Prior to installing a brand New Hard Drive on my Acer Aspire 5000, the old drive was infected maliciously and would not boot up.
After the new empty drive installation, I tried to install XP Professional from the
CD drive but it would not boot up beyond the following display.

I WOULD LIKE TO KNOW WHAT NEED TO BE DONE AND HOW I CAN RESOLVE THIS PROBLEM.

My XP PRO would not boot from the CD drive and I do not know why.

Did you enter the bios and select boot from cdrom first?

Your system is attempting to boot off a network drive, no network drive is present, therefore you're getting the message that no OS was found.

Either your boot order is incorrect, your hard drive is defective, or it wasn't installed properly. And if it's a SATA drive, you're going to encounter other issues when attempting to install XP. But 1st you have to get the drive properly recognized.
