how do I create XP SP3 reinstallation disk

Specs: Windows XP
I am running an XP service pack 3 and my optical drive can only read/ burn CD's, also I cannot afford to buy a re-installation disk online

You can't create an installation CD out of thin air & you can't pull the files off your hard drive. You either need to make a copy of a friends disc & use YOUR product key to do the reinstall, or you may be able to find a copy of the disc in ISO format thru the torrents. The ISO file will need to be converted & burned to a disc using a program such as ImgBurn.

So what's the problem? XP fits on a CD.

You can use something like nlite http://www.nliteos.com/download.html to slipstream SP3 into an earlier version of XP install disk - but obviously you will need some sort of install disk that is the same version of XP as your installation to start with (ie, XP Home, professional or media center, then either the OEM or Retail version - most people have oem version, if XP came preinstalled).
