Help with video call setup in FaceBook

Specs: Windows XP
Cal any one please tell me how to setup video call in facebook? I have installed the setup which was downloaded during first time my friend called me. I am not able to find the video option in the chat window. But I am able to receive the call from my friends. Is there any settings for this?

I have gone through that decent Help section. There they mention we have to do a initial setup. But from where we should get that initial setup?!

"How do I set up video calling?

Before you can call your friends, you need to complete a quick, one-time setup:

1. You will be asked to complete the setup the first time you try to call a friend, or the first time a friend tries to call you. To call a friend, click the video icon at the top of your chat window.
2. Simply click the “Set Up” button and follow the instructions for how to set up video calling on your browser.
3. Once you’ve successfully completed the setup, the call you’ve started with your friend should connect automatically. If it doesn’t, you can call again by clicking the video icon at the top of your chat window."

I have already done that initial setup. I have installed the software which it asked me to install. Still I am not able to find any video icon in the chat window. When I go to the video call page, it shows "Video call will be available soon".
