Help with Microsoft files like rundll32.exe??

Specs: Windows XP
My work computer did not have a virus. It had a tech guy try to do some work on it, I think he messed with the registry even though he denies it.
His program overrode everything else installed. Ie: click on Explorer, it would try to open using his program.
After deleting his program, this computer's a mess. I've tried using System restore, which fixed a few association issues, and fixed a few like Word and Excel myself. My boss refuses to do a total restore, because this computer is the only one that has a program that is used daily and we can't reinstall.

I'm still missing key Microsoft files, such as rstrui.exe, and especially rundll32.exe! I can't access anything in the Control Panel.
I can open most programs using the Run command.
Any pointers to where I can get these files? I've looked all over the Microsoft site with no luck, and have been googling for two weeks.

Check and see if you have a copy in:

C:\windows\system32\dllcache
or
C:\windows\ServicePackFiles\i386.

If you do, then copy to the system folder C:\windows\system32

I looked in both those folders and did several searches of the hard drive. Nothing. All the other computers here are Vista.

Is there someplace to download it? Do I need to redownload a service pack?
Or can I take a copy off a computer running Vista?

If that does not work, try a copy from VISTA, it should work, but I'm not an expert.
