had to run my setup cd's again

Specs: Windows XP
i had a black screen with a bit of text saying i couldnt run windows because of an error and to run the setup cd roms which i did and it said it will destroy all data in partition .....is there any chance of getiing that data back such as photos etc

Some persons run Set-up incorrectly, which results in a loss.
You need to do a repair of XP.

Data loss most likely occurs when data is stored in common folders such as Shared Documents or All Users folders.
You also lose all Windows Updates.

Using a file recovery program 'might' be able to recovery some of the files. But the more you use the system, the chances of recovery are lessened.
The best thing to do is remove the hard drive, attach it to another system and try the recovery. Here are some recovery programs:

PC Inspector (freeware)

Zero assumption Recovery
The demo is limited
It will only recover 'up to' four folders per run
But you can make multiple runs

Excellent, but you will have to buy it.
