"my head is sore scratching"

Mine to, try to understand your post.

Start by checking Device Manager, it should be clean ( no red or yellow marks )

What is the max (output) capacity of the power supply in watts ?
It should be at least 300 watts for a system with the video card you're using.

Go into your bios Setup and check the current voltage readings.
What is supposed to be +3.3v, +5v, and +12v should be within 10% of the nominal value - if any of them are not, you must replace the power supply.

All of your symptoms could be caused by you not getting enough of what is supposed to be accurate +5v.

If you can see the CD from Windows Explorer or My Computer.

Leave the CD in the drive.

Go to Device Manager & uninstall the faulty stuff again.

Don't reboot.

Stay online.

Go to Control Panel & run Add Hardware.
