BIOS passwords for most laptops manufactured in the last 10 years are not stored in the CMOS and cannot be cleared this way. The system was designed to make passwords difficult to remove. This is a security feature to combat the widespread theft of laptops.

You will need to contact DELL and be prepared to prove you are the original owner.

If its bios password, then yes - usually at least 30 seconds (also remove the laptop battery & do not have it connected to the charger). If its windows password, then resetting cmos will do nothing. Also, sometimes removing the battery will not reset the cmos password - there may be a reset jumper (but this much easier to find on desktop than laptop - if it is present)

You cannot remove passwords yourself that were set in the bios by removing the cmos battery on modern laptops.
