First thing I would do is check and fix the hard drive by typing chkdsk /f in the Run box and hitting Enter key. Say "yes" to doing this check on restart. Note there is one space after chkdsk.
Next, if necessary, type this in the Run box (to restore original system files) and hit Enter key:
Note that there is one space (after sfc). Wait until it is finished and see if it helps.
Otherwise, if you have an XP CD you could do a Repair Install:
