fips.sys and intelppm.sys not loading

Specs: Windows XP home sp2
well one day everything was fine but then my
computer got the BSOD now whenever i try to boot
normaly it wont get past the windows splash the event log i viewer i get service control
manager 7026 saying fips.sys and intelppm.sys did
not load....i know these are vital to windows but my
question is is how do i fix them?
any help will be greatly appriciated thanks in advance

Start your computer is Safe Mode (press F8 key before Windows starts to load)
Then run System Restore
