Favorites/folder redirection

Specs: Windows XP, 4ghz/128gb
When a user logs onto a remote site their favorites don't follow however at the local site they do. I have noticed that in the event viewer there is an EVENT ID 111: Folder redirection

Unable to apply folder redirection policy, initialization failed.

If I put the user in the local administrator group the favorites come across. I can't give all users local admin rights so I need a more permanent fix. Eventid.net says that the users needs read/write access to HKCU. Obviously the local admin group or manually giving domain users read/write access to that key is not feasible, is there a more universal solution?

Thank you but this isn't normal behavior. I don't want a way to patch it, I want to figure out why AD isn't working as it should. The user should be able to load all of there roaming profile.
