Is there a way of creating a shortcut that specifies to which monitor the application will open?
I doubt it. What I do is open a program and move it to the monitor I want it in and then hold the shift key while clicking on X in the top right hand corner to close the app. This is supposed to tell windows to "save" the location and reopen it there.
So far it's worked for my web browser. I have noticed that other applications tend to reopen in the window they were in when last shut down regardless of holding the shift key so that may not be necessary. All you may need to do is move the application (once open) to the window you want it in and then close it.
