.Exe files problem and Rundll32.exe

Specs: Windows XP
I am having problem with running .exe files. When I try to run them I always get asked which program I want to open them with - I can still use word and other stuff if I choose the right program but there are some stuff you just can't choose from the list. I can't access Add/Remove Programme in Control Panel as it said Rundll32.exe

I ran anti virus check and found nothing.
I tried to fix the associated files using this link "http://www.dougknox.com/xp/file_assoc.htm" but the result remains the same.

I tried to remove Rundll32 from the folder, it automatically replicate itself. I tried replacing Rundll32.exe but still encounter the same problem as I have before.

I tried the following as well:
Put the Windows XP CD ROM disk in the CD ROM drive.

Click Start , and then click Run .

Type expand X :\i386\rundll32.ex_ c:\windows\system32\rundll32.exe in the Open box, where X is the letter of your CD ROM Drive.

Restart the computer

I run into two issues:
a) this is my netbook, so I do not have a CD drive. I then attempted to run the program by specifying where the .exe file is.
b) after I did step three, the system pop up and ask me to choose from the list of the programs to open up the .exe files.

Needless to say, I am back to square 1. I am hoping someone can really help me? Please?
