Error Upon Trying to load webpages

Specs: Windows XP
I've been getting a reoccuring error that happens mainly and not only with https// websites which goes as follows:

The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.
To attempt fixing network connectivity problems, click Tools, and then click "Diagnose Connection Problems..."

Now one time I just refreshed the page and it worked fine but not with the https websites.

I also went into Help, and the About Internet Explorer and it specifies Ciber strenth 128 bit encryption and that it's IE 6.

I also tried to follow the instructions by going to Tools, and the clicking "Diagnose Connection Problems.." but it ended up saying that Windows is not currently managing your wireless network. To diagnose this wirless connection Windows needs to be managing the connection. Now, this is only happening with one computer. I tried using the same wireless connection with another computer I'll call it "computer B" it doesn't give this error. What could be causing this problem with "computer A"? Also, of course, how can this be solved?

Upgrading from internet explorer 6 to 8 might fix the problem. Try that first.
