Error message & missing sound icon from task

Specs: Windows XP, 1.96GB
WHEN I OPEN MY DELL VOSTRO 1520 IGET A MESSAGE-"PICTURE PACKAGE MENU FAILED TO INITIALIZE APPLICATION.RESTART YOUR COMPUTER AND TRY AGAIN.(0 - 0)" FURTHER, EACH TIME I OPEN MY LAPTOP I FIND SOUND ICON MISSING FROM THE TASKBAR AND I IMPORT IT EVERY TIME FOLLOWING THE PATH, SETTING-SOUND-CHECKING THE RELATED BOX ETC. I HAVE WINDOWS XP PROFESSIONAL VERSION 2002 SP3 PACK

When I setup a Home Network the Sound Icon in my System Tray was gone.
It didn't matter how many time I replaced it, after each restart it would be gone
again. I gave up on the network and reinstalled Windows XP with the
Windows XP CD that I had.

I'll give 2 things to try, I can't say if it will help.
Windows XP
1. Error Checking- CD not needed
Start - my computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.

2. Start - Run - type - sfc /scannow - OK
Don't forget the space between c and /
You will need the Recovery CD if any thing is found wrong.
Don't insert unless asked for.
