Error 10060 after CA uninstall

Specs: Win XP Pro
I am running xp pro and uninstalled CA Antivirus. I am now getting Error 10060 each time I try to send or receive mail - internet fine and I can telnet onto the remote pop server have tried a number of suggestions off the web but this is still happening?

Can you use system restore to an earlier time before you uninstalled or even before you installed it. If you can only go aback to when you uninstalled CD then do that and then use the complete removal suggestions from the link below.
