e machine w 3107 will not run

Specs: Windows XP
My daughters pc, will not boot up. I tried in safe mode, it goes thru some of the drivers and quits. If I run thru regular startup it doesnt pull up windows and the screen is gray. Monitor does work because it shows the process before windows. All fans work, even the psu, I changed ide cable, it done same thing with it, as first cable did. I also used another hard drive of hers and it would start up on windows and then shut down and restart. These other parts came from an older pc, the only known good parts are on my pc now which I am afraid to use incase they can be damaged somehow. I thought maybe a virus until,I tried the other hd. I believe mob, but who knows. I looked for a powerlight inside on mob but could not find one. Any help would be apprecieted!

I would suspect the power supply. Traditionally, they are very cheaply built Bestec units with a high failure rate.

would the p supply fan run even if it was bad?

Yes the fans can be running.

Voltage measurements could also be correct but the power supply just might not make enough power on one of the rails (circuits). To oversimplify, a pc needs +3.3v, +5v, +12v to run.

A failing psu could be deficient on one of the circuits.

No guarantee I'm on the right track here, but it's where I'd begin.

use a psu atx 250/300 v
