One Idea:
Look in the program files of your computer. Do you see something like "Weather Channel"? If you do, attempt to delete the folder from your computer. If it says "Cannot Delete File Name; the disk source is in use", cancel the deletion and go into the Weather Channel folder. Delete all the files you can without an error in the folder. After you have deleted all of the files except for the ones locked, restart your computer. Don't be alarmed when you restart your computer if you have error messages related to the Weather Channel popping up. Just dismiss them and go back to the Weather Channel folder inside the program files. Try to delete the locked files from before again. There are 2 outcomes:

1. The folder is successfully deleted.
2. The files are still locked.

If #2 is your result:
Try to rename the folder that the locked files are contained in, or if that doesn't work, rename the locked files themselves to something like ABC or 123.. Again restart your computer. Then try to delete the files again. If they still won't budge, I can't help you.
