Dell desktop won't boot up past BIOS screen

Specs: Windows XP
my dell dimension 4550 computer with windows xp home edition won't boot up past the BIOS screen. I've tried going to F8 and chosing boot to last known good configuration, to no avail.

Try a new hard drive. If you can't boot into anything, the hard drive is not functioning.

have you tried safe mode? Can you access it?
If so, why not try a system restore?

Also try removing all PCI cards to see if the PC boots up. If it goes past that screen, then put them in one at a time...usually modem cards, ethernet cards, video cards being faulty will cause a PC not to boot up.

I had a similar problem except I believe that it was a case that the PC was not out-puting anything to screen but still booting after the system check (bios screen).
