You want us to help you decrypt a password? Even if I could, I don't think so. The whole point of passwords is that someone sets them to protect access to some resource. To be effective they must be almost impossible to decrypt. And it would be fairly irresponsible to give you information that would help you access a password-protected resource.

This is for a old Alteon 2208 device that I own. I can't log into it but I have a old backup of the config and was hoping someone could just decrpyt it and save me some time.

The usual way is to simply reset the switch to factory state and re-program it.

Decrypting anything encrypted with a good algorithm would require a great deal of time by an expert on a fast computer. You can be sure such experts don't work for free. The best algorithms are virtually uncrackable with current technology. That's the whole point of encryption, to make decryption as difficult as possible.

If a password could be decrypted by a simple request on a forum the algorithm would be essentially worthless.
